UCLA Conversion Factor History Conversion factors are the ratio of the average units taken by students at a given level to the full, or normative, study load for that student level. Due to the leadtime required to prepare the state budget, the conversion factors that apply to a given year for budget calculations are the averages of the data for two years and three years prior. Conversion factors are capped at 1.000.
